Matching of source and executable code using Visual SourceSafe

My agency is researching the use of Visual SourceSafe to manage our
software development. One of our objectives is to assure that the
source code and executable migrated to production are in sync. How
does SourceSafe handle this? I have seen mention of the labeling
process but I am unsure if that will help us.
