Trying to refresh IE page, cause screensaver interrupt

What I'm trying to do is create a program that selects the foreground
window and sends the keystroke 'F5' to refresh the page. At the same
time, this should reset the timer for the screensaver (locked to 15
minutes by group policy).

The difficulty I'm having is twofold. First, I cannot find a way to
select the appropriate IE window that I want refreshed. Second, I
cannot find a working version of a delay timer that will insert a 10-
minute pause in between sending keystrokes (I would want this program
to run continually).

Any suggestions?
