If you're looking just for the source-control parts - consider
SourceGear Vault.

It's SQL-Server based, rock-solid, built for the distributed and
internet age from the ground up, no hassle - it just works! I use it
at work and it's just a great product - no troubles, no fuss, no
outages, no tricky maintenance like VSS - it just works!
SourceGear also has a bug-/issue-tracking system complementing Vault
called "Fortress" which could cover other aspects of Team System. I
don't have any personal experience with it, though.

I read the headline and I was going to recommend Vault too before I
read the reply to your post! Must be something in it! I'm also told
its functionally is similar to VSS yet its implemented entirely
differently and gives you the option to use CVS-style Edit-Merge-
Commit if you wish. We went from PVCS to Vault and so I can't comment
personally on the similarity between VSS and Vault.
We find it fast, flexible and above all very actively supported. We
have a huge repository and it copes just fine - you do need 2 GB RAM
on the PC with a modern CPU, plenty of disk space (large amounts of
caching) and a good server and I'd recommend a backup server too, not
that we've ever had to resort to it.
Its easy to install and the most intuitive user interface we tested,
and we tested almost every SCCS on the market! Its not the fastest -
Perforce is faster - but its still good performance and a far cheaper
price! We have Shared files and Vault was the only product that
supported this feature at least adequately - others say they do but
its not a good implementation, e.g. subversion. We tested it
thoroughly and found it slow with directories that had thousands of
files. This almost stopped us moving to Vault, but we found a
workaround until the Visual Studio interface was fixed up - which it
now is in version 4.1.3. Its free for single users so give it a go.
