There was a problem loading data: Generating user instance in SQL Server is disabled.

I downloaded the Microsoft Web Enabled Movie Collected starter kit in VB and
created a new project using the template, but when I try to debug I get the
message:
There was a problem loading data: Generating user instance in SQL Server is
disabled. Use sp_configure 'user instance enabled' to generate user
instances.
I installed VS 2005 a long time ago, and SQL Express and haven't used either
in a while.
Where do I enter this code: sp_configure 'user instance enabled' ?
