This will often be done at installation time into the system directory
rather than copying a local version of the library. IIRC the VC 7.1 runtime
comes with Windows XP SP2, though I could be wrong about that. Potentially
Windows 2000 SP4 includes it too; if you have the resources, try formatting
a test machine to various combinations of those versions and see what they
come with.
