VSTO 2003 can't do this.

VSTO 2005 can do this. Though it is at a Beta 1 point right now. While its
never suggested to install beta on a production server, maybe your
environment would allow for a pilot deployment.

Anyhow, VSTO 2005 allows you to open an Excel workbook on the server and
push and pull data out of it without requiring Excel on the server. All you
need is to install their server component on the server. (I'm not sure if
its available as a standalone install yet for beta 1, but it is a part of
the VS2005 beta 1 install).

There are also 3rd party products that address excel on the server.
