Yes, it can. However, note that VS 2005 preceded Vista and is not designed for the Vista security model.
You need to (after installing VS 2005) install VS 2005 SP1 *and* the Vista patch for VS 2005. For some project types and functionality to work correctly, you will need to launch VS 2005 using "run as administrator".
