Package Load Failure

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

When I try to create a Workflow project, Visual Studio fails with the following error:

Package Load Failure

Package 'microsoft workflow project package' has failed to load properly ( GUID = {9D2881F7-F482-416C-8D64-CA83326250B9] ). Please contact package vendor for assistance....

This is on a newly installed Visual Studio Team System 2008, with Service Pack 1 installed.

I have tried a repair install to no avail.

Please advice.
