I'm not sure exactly what you are trying to do, but a 7.1 project (.NET 1.1)
will not work with 7.0xxx (.NET 1.0).
To download and install .NET Framework v1.1, go here:
http://www.microsoft.com/downloads/details.aspx?FamilyID=262D25E3-F589-4842-8157-034D1E7CF3A3&displaylang=en
You can have both versions installed concurrently. They are separate
products.
