You've run into a fairly common problem where an internal custom action
(DIRCA_CheckFX) generated by the VS setup project has failed. If you Google
for DIRCA_CheckFX, many hits will be reports of it failing with result 3 or
5. Unfortunately I know of no specific solution, although there's a report
that removing HKLM\Software\Microsoft\Ole\DefaultAccessPermissions fixed the
problem.
