You need to alter MSI files to state the same Media -> DiskLabel.
Their installer checks specifically for the Disk Label for removable media, thus preventing compiling a DVD in a nice and easy manner from the CD sets. You can alter all the three primary msi's to state the correct DiskLabel and then modify the setup.ini file to point to the appropriate directories and between the two it should work.

I'm having the same problem.
On my hard disk, I created a directory, VS .NET, where I placed the
contents of the four VS CDs. In a subdirectory, Update, I added the
Component Update disc. When I run setup from this location, there are no
problems.
If I copy the all the subdirectories (Extras, Program Files, Win, etc.) to
the root directory of a DVD, the installation proceeds for about 10%, then
prompts for CD 1.
I don't need a solution. I could just copy the files back if I need to
reinstall, but I'd rather not.
Any ideas?
