I did not see your reply when I posting my reply. :)

For saving your time, would you please try my quick solutions before you
deinstall and reinstall VS2008? Because deinstall and reinstall VS2008 will
takes you very long time and it may not solve the problem. The issue can
also be caused by VS 2008 SP1 and .NET Framework 3.5 SP1.

If it is convenient for you, my suggestion of reinstallation sequence is:
1. Try both of my quick solutions.
2. If it doesn't work, deinstall and reinstall .NET Framework 3.5 SP1.
3. If it still doesn't work, deinstall and reinstall VS 2008 SP1.
4. If it still doesn't work, deinstall and reinstall VS2008
