Hello Ed,
According to your description, you are experiencing an issue that VS IDE
throws an error when exporting environment settings, correct? If I
misunderstood anything here, please feel free to correct me.
Error 1: Some command bar settings were not exported correctly due to an
internal error.
Do you have any 3rd-party addins or packages installed on VS 2005 (e.g.
Visual Assist or CodeRush)? I suggest you disable all these addins by
(Tools|Add-in Manager), and try to export the setting again.
We have heard a known issue about Microsoft Class Designer Enhancements
add-in. It adds the same toolbar twice, which is causing the failure.
Visual Studio IDE does not have a way of handling the scenario where an
add-in accidentally adds the same toolbar twice. This issue will be
addressed in the next version of Microsoft Class Designer Enhancements
add-in.
If you are also facing the same issue, you can follow the steps as below as
workaround.
1. Disable the following two addins.
-Microsoft Class Designer Enhancements
- Microsoft Modeling Design Tools Enhancements
2. Close all instances of Visual Studio.
3. Delete %APPDATA%\Microsoft\VisualStudio\8.0\1033\cmdui.prf file
(typically C:\Documents and Settings\<UserName>\Application
Data\Microsoft\VisualStudio\8.0\1033\cmdui.prf).
4. Restart VS. The import/export should work without errors.

If the issue still persists, please attach the following document.
#1 the .VSSettings file (found at C:\Visual Studio
2005\Settings\MyCustomSettings.vssettings)
#2 the activity log for the following two scenarios. One can create the
activity log by launching with /log argument ("devenv /log"). The log is
located at %APPDATA%\Microsoft\Visual Studio\8.0\Activitylog.xml (typically
this location is C:\Documents and Settings\username\Application
Data\Microsoft\VisualStudio\8.0). The two scenarios are
(i) Launch "devenv /log" and the close VS when it opens. This gives a
baseline for the log. Save the activity log generated as they are
overwritten.
(ii) Launch "devenv /log" and this time try export settings scenario. Close
VS after scenario completes. Save the activity log generated.
