Hi Dave,
Transparent is the special color on the selector. The "screen-color"
represents "transparent". Screen color will be displayed as transparent on
your ico file.
You can select "Pencil" tool and choose screen-color.

[Colors Window]
1.Select "Pencil" tool.
2.Choose Screen Color.
