You can do it selecting the control in the properties window, activating the
form window clicking on its tab and using the button "Bring to Front" on the
"Layout" toolbar (that you may have to make visible).

My add-in (below) offers a handy solution to problems like yours: it has a
Control Explorer feature that shows a tree of the controls of a form and
allows you to select them (even with multiple selection) on the treeview
rather than on the form and it has buttons to bring them to the front or
send them to the back, among other things. You can download the demo version
and try it. Let me know.
