You need to create a Report Data Model with VS2008/BI Studio2008 and then publich to SQL Server 2008 Reporting Services. THen start Report Builder, select the Report Data Model your reports will be built against. Off you go.
Actually, if no Report Data Model is available, Report Builder does not let you go further.

SQL Server's Reporting Services comes with a "Click Once" desktop
application, called Report Builder, which is meant for non-developer user to
build simple report, well, the user need to know some DB concept, some DB

In SQL Server 2008, the Report Builder has been improved, and Report Data
Model concept is introduced. You as developer, can build report data model
and make it available for Report Builder user. With report data model, user
can easily do the ad hoc query and create a report without knowing the
compexity of SQL Server database tables, views, SPs....
I think, if you are looking for MS tool, SSRS' Report Builder is what you
most likely end up with.
