Hi,
In general, this should not happen, sounds like a fault with that computer/user setup. You may want to try on a different computer or with different login as first step to find out what's wrong.
I program a lot of C/C++ without Admin rights and have not seen this. I don't use XP, can't stand it, only Win2k or Vista.
