Localized Bootstrapper for Prerequisites

Hi

I'm working on a Setup project for my app, and am attempting to create
a bootstrapper (using MSBuild).

I'm confused about how to localize the .net 2 Bootstrapper Project.

In C:\Program Files\Microsoft Visual Studio
8\SDK\v2.0\Bootstrapper\Packages\DotNetFX

I have an en folder but I don't have any others.

Surely I need folders (and package manifests) for each culture that I
need to support e.g. IT, FR, ES etc.

So my question, how do I get hold of these localized versions of the
..net 2 bootstrapper?
