Hi Kevin,
Upon further investigation, I discovered my initial reporting was not
exactly correct however this is still a problem.
It seems the problem only occurs when alternating developers.
ie: I created the project, checked it in. Developer #2 opens the project,
its automatically checked out. He checks in his changes. I open the project
again, do a GET and the web development project is checked out again (still
the only thing checked out).
I hope this is of some help in tracking down the problem.
On another note, is there an ETA to VS2005 SP1?

This is really weird. Are all the files checked out or only the project
file checked out? Please try the following to see if it works:
1. Do a Get Latest Version on the whole solution.
2. Check in everything. Make sure pending check-in windows is empty after
this check--in.
Are the files checked out again?
3. Build the whole solution.
Are the files checked out again?
4. Close the solution.
5. Open it again.
Are the files checked out again?
