I understand your concerns about this issue. Unfortunately, this is by design in VS2003. Aaron Stebner has a blog explaining the historical reasons behind this design.

OK, it's obvious from reading this blog that I was not the only one to be concerned about it!
As for VS2005, I just tested that if you uncheck J# related components, the J# redist package will not installed. Would you please tell me the issue you're experiencing in VS2005?
I'm only interested in VS2005 now.
I've just gone into "Control Panel : Add/Remove Programs : Microsoft Visual Studio 2005 Professional Edition ENU", then chose to Add/Remove features. I see the install screen where you can choose each feature and sub-feature. I don't see ANY checkbox for "J# related components". The only checkbox I see related to J# is called "Visual J#". It's just below "Visual C#" and it is NOT ticked!
