I don't think Microsoft ever tried to claim the .NET Framework was an appropriate platform on which to design an operating system. It would be IMPOSSIBLE anyway.
The rest of your question makes more sense; how many huge corporations (including Microsoft) and writing flagship computer applications in ..NET? The answer, not many.
Windows Vista is the most badly designed, bloated operating systems I've ever seen. It's badly designed both in terms of the user experience, the security model and the background services (that grind away relentlessly providing no other service than to slow down the computer). However, I will be rolling out a strip-down-customized version of it when we get our volume license copies). There won't be much choice, Dell will soon discontinue putting XP on their machines and it will also be withdrawn from shelves.
..NET is the most badly designed, bloated development system I've ever seen and VS2005 is the slowest IDE Microsoft have ever produced. The only possible reason to use it is so that beginners can drag and drop controls onto forms, but if you're building big distributed client/server systems or standards compliant web applications, steer clear. It's very popular for "in house" corporate development, but when you actually look at the code it's another story...

Odd, CNET's www.download.com - doesn't have one, not one single
application built using .net and what, 6 years now folks... I'm

Hmmm... .net and it's 6 years past, not one app on download.com using
.net, and Vista keeps removing functionality, at what point is it
safe to say, no one is flying the plane.
Between Media Player 11 and this new concept of a mouse and desktop
that's to be in the final .net Vista Pro Premium Exclusive Extra Plus
version I'm torn between excitement and panic.
