I created a new project, a simple Windows app. I created
a setup project for it. Then I added a file - one of the same
files that I'm trying to add to my other project. In this new
project, the Add File worked. It added the file I'd selected
as well as all of its dependencies.

It appears that particular setup project has already been corrupted. So in
this scenario, is it possible for you to use a new setup project for your
target application?
