Hi Bill,
Welcome to MSDN newsgroup!
As far as I know, the ¡°Enforcing FIPS Certified Cryptography¡± is a new
feature in .NET framework v2.0. The security has been enhanced in CLR v2.0.
If you enable the setting, only cryptographic algorithms which are FIPS
compliant will be allowed to be created in your managed applications.
