AFAIK, this problem could be caused by several reasons, such as your
project files has not been extracted from the source control system; Or you
have installed some third-party VS.NET tools(add-ins) which corrupted your
VS.NET settings, if so you could uninstalled these third party VS.NET tools
you had and run a repair of VS.NET 2003.

Another possible reason is the "Vslangproj.tlb" was unregistered on your
machine, in this scenario, you can follow those steps to fix it:
A) Opened the VB6 IDE
B) Go to Project | References and added a reference to the following file:
                C:\Program Files\Common Files\Microsoft Shared\MSEnv\vslangproj.tlb
C) Then clicked 'OK' and closed VB6 without saving it.

If there is no one above hits your problem, then you can concider to take a
full re-install of your VS.NET 2003:(
