Unable to start program dllhost.exe when running web project

When I try to start my web project from vs.net, I get the following
messagebox:
Microsoft Development Environment
Error while trying to run project: Unable to start debugging
Unable to start program '%SystemRoot%\SYSTEM32\dllhost.exe'.
The system cannot find the file specified.
[OK]
The C# web project in question is large and complex (using COM+
components). If I create a hello world web-application, that works
fine.
Things I've tried:
The dllhost file exists. IIS is installed. I'm running Windows XP with
all windows updates. Server extensions is installed. My user has
administrative priviliges. Restarting the IIS, component services, or
the computer does not help. Reinstalling/repairing VS.NET 2003 does
not help. Security settings on the dllhost.exe file are standard. It
does not matter if I start with or without debugging. I have run
'aspnet_regiis -i'.
The system has not been started in debug mode (KB244876)
Anyone have any idea what is wrong?
