TFS IIS Website Project Build

We are new to TFS Build, and have many IIS Website Projects (Not WAP) setup
within source control. I have setup a new build agent, and have create a
couple of different build definitions.
I initially downloaded the Web Deployment Project MSI and installed it for
one of the websites, after researching why the _publishedwebsites folder was
not being created or populated when executing the build. That fixed the
issue and the _publishedwebsites folder was dropped into our stage area.
I then proceeded to setup a second build definition for another website
project, and overlooked adding the Web Deployment Project to the solution.
However, for this project the _publishwebsites folder was created
automatically without the need for the Web Deployment Project.
Could somebody please explain how the second solution generated the folder,
and why the first project needed the web deployment project. I have compared
solution files, the build definition project files, configurations and
platforms, and can find no clear reason for this difference.
Within our environment I would prefer not to add the WDP to all of our
existing solutions if there is a switch in the config files, or project
setting that I have overlooked.
We are using Visual Studio 2008 SP1 with Team Foundation Server. You
thoughts/comments are greatly appreciated.
