Team Explorer is required to be installed on the machine, when you are
using TFS Object Model. You should also apply SP1 on VS 2008.
BTW, if your application is running on x64 machine, please make sure that
it is compiled as x86. It is documented at
http://blogs.msdn.com/jianges/archive/2008/03/28/tfs-sdk-will-cause-invalidp
