Thanks for your patience.
I noticed that your concern is mainly about database project to support SQL Server 2008, which is a feature in Database Edition. Other than that, you have no problem to connect to the database via server explorer and programmatically.
For the Database Edition support to SQL Server 2008, you have to wait for the upcoming GDR edition, which is planning to finally release in Oct. of this year. However, you could have a try of its CTP version first. The latest CTP version is August CTP. You could download it at http://www.microsoft.com/downloads/details.aspx?FamilyID=BB3AD767-5F69-4DB9-B1C9-8F55759846ED&displaylang=en.
=== What is GDR? ===
GDR stands for General Distribution Release. The GDR will be an out-of-band release enabling support for SQL Server 2008. It also introduces the new product architecture, which for those of you who are keeping up with the code names, is work that is a direct result of the "Rosario" project.
From June CTP, GDR has already supported SQL Server 2008. Here is a generalintroduction of it: VSTS 2008 Database Edition GDR June CTP (http://blogs.msdn.com/gertd/archive/2008/06/03/vsts-2008-database-edition-gdr-june-ctp.aspx)
“The GDR adds a new project for supporting SQL Server 2008. The June CTP has support of the new SQL Server 2008 data types, both intrinsic (date, datetime2, datetimeoffset, time), build-in SQL-CLR types (geography, geometry, hierarchyid), support for the new DML MERGE syntax and support for table typed parameters. The remaining SQL Server 2008 syntax and functionality will be added in future CTP's.”
In the August CTP, SQL Server 2008 support is:
1. The following SQL Server 2008 features are supported in this CTP:
• All SQL Server 2005 syntax and object types
• MERGE statements
• New DateTime types
• Hierarchyid type
• New Geodetic CLR types
• User Defined Table types + table-valued parameters
2. The following SQL Server 2008 features are not implemented yet
• Filestream property on VARBINARY(MAX)
• All new DDL

Yes, this is part of the problem.
In order to better understand your question. Would you please answer the
following questions for us?
1. What's the symptom of the issue? An error?
I do not have the ability to create SQL Server 2008 database projects and in
existing SQL Server 2005 projects I do not have an option to target SQL
Server 2008 databases. If I right click on a solution and say add new
project/database projects the only project templates shown are SQL Server
2005. If I right click on an existing Database project and select properties
on the project settings tab the database versions drop down list shows SQL
Server 2000 and SQL Server 2005 but there isn't an option to select 2008. I
do get an error if I go to the build tab and change the target database
location to point to a SQL Server 2008 instance.
2. Could you add connection in server explorer?
Yes, I can add connections to SQL Server 2008 instances and they seem to
work fine.
3. If no, could you please detailed describe what happens when adding
connection?
4. Could you pass the Test Connection check in Add Connection window?
Yes
5. Could you connect to the database by SQL Server Management Studio?
Yes
6. Could you programmatically connect to SQL server 2008 database?
Yes
7. Could give us a simple reproduction steps for us to follow?
Install VS Team Suite 2008 and then install SQL Server 2008. Create a new
solution. Click add new project. Select Database. There are only 2005
templates. Select one of those since it is all that is available. Right click
on new project. Select properties. There is no option to target a 2008
database.
