I listened to an MSDN Webcast some time in February, on the Logging
Application Block. You can probably find it at the msdn site. It was very
good.
If you want to rely on what I remember, the speakers said that certain
features in the block (tracing a request from one machine into a Web service
on another, I think) did require unsupported WSE features. They allowed as
how you might not want to have those features turned on in your production
code. But they also claimed that the block can be used without WSE.
I haven't actually used the block yet, so it might be better to listen to
the recorded version of the webcast yourself, if you can.
