I have had the same issue with VS.NET 2002. Unfortunately I am not aware of
any fix. Restarting the IDE resolves the problem for me as well. You can try
to disable incremental compilation, but I am not sure this helps. You can
also check the contents of the Task List (don't forget to remove any
filters!) - if there are tasks related to locked assemblies, close and
re-open the solution.
