Privilege Error when debugging web site VS 2008 SP-1

I am working on a new website on my local machine. When I try to debug I get
the following error message.

Unable to start program 'http://locahost:3582/Order
System/CustomerOrders.aspx'.
Visual Studio has insufficient privileges to debug this process. To debug
this process, Visual Studio must be run as an administrator.

The website page does open and it runs fine, but I am unable to debug.

I am using Windows XP Porfessional SP-2, VS 2008 SP-1, .NET 3.5 SP-1.

Any help on this issue would be appreciated.
