Thanks Much! The problem was Notepad was set as the default.
I selected Internet Explorer and clicked "Set as Default"

I talked with a developer in Visual Studio team. The error might be caused
by incorrect setting of default browser of the project item.
Since the problem can occur under multiple situations, we need more
information to narrow down the cause. Before we go any further, let's
confirm the following information:
1. Open the "Browse with Dialog Box"
(http://msdn.microsoft.com/en-us/library/c1wa9c6k.aspx) by right click the
.asmx file and select "Browse with¡"in the web service project. Which one
is set as Default? If the notepad was set as default, error like you have
come across will happen.
2. What's the version of Windows? This can help to isolate whether there
are any issue with Visual Studio 2008 on specific windows version.
3. What's the version of Internet Explorer? This can help to isolate IE
related issues.
4. Open Registry Editor, What are the values set under
"HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App
Paths\IEXPLORE.EXE"? The path of Internet explorer might be corrupted.
Could you please let me know about the information above? I look forward to
