VS 2003 - " Debub -> Start (F5)" Greyed Out

Just started a new contract and am working on a project where the
only two people who had a clue how it works left the company at
least two months ago...leaving no documentation. The .Net Website
Solution consists of 17 projects, and when opened the
Debug -> Start (F5) is greyed out. I found a post on the Internet that
suggested putting my login in the Debugger Users group, but that didn't
resolve the problem. I didn't see any other relevant posts. I've
developed quite websites using VS and have never seen this type of
behaviour. Any tips on resolving this issue??
