Why Remote Debugging prompt when using IIS6 & VS2005 on 2003 server

I have a huge problem that I have and any of my collegues have been
unable to figure out that has stopped me being able to debug any of my
websites on my 2003 server.
Here it is:
I RDP into a 2003 server and run VS2005 locally (through the RDP). When
I open a web site in VS2005 unsing the IIS option in File Open New Web
Site. I get a message:
Unable to start debugging on the web server. The Microsoft Visual
Studio Remote Debugging Monitor (MSVSMON.EXE) does not appear to be
running on the remote computer. Please see help for assitance.
OK, now before anyone tells me how to setup remote debugging, that is
not the point (and it does not work anyway) I can run MSVSMON. and it
waits for connections but I still get the same message.
But that is not the point anyway, why does it think I am need remote
debugging? I am rdp in so I am virtually local on the machine running a
local copy of VS2005 against the local copy of IIS6.
This only happpens when I try and open a web site via file open - iis -
which I need to do becuase I have virtual directories.
Even stranger is that I know it was working a while back, might have
been a service pack or something that effected every site on the
server.
If I create a new site using http: debugging works fine, but again I
need to open these sites via IIS.
Any help would be greatly appreciated, before I change professions and
go sell T-Shirts on the beach.
