Gary was quite correct (thank you, Gary!), if I uninstalled Norton, MS VS
2003 worked fine. Obviously I can't run without virus and firewall
protection, so I've spent a frustrating week+ backing-and-forthing with
Symantec's support. Let me just say that outsourcing sucks!

To make a long story short, you have to uninstall and re-install your Norton
software, and in the process do some registry cleanup using Symantec
utilities (steps outlined below). I've done this, and now I have virus and
firewall protection, AND I can work in VS 2003.

Here are Symantec's steps to do a clean uninstall:
"Please be aware that this behavior can occur if there is incorrect,
invalid, or corrupted information in the Windows registry or a registry
conflict. Thus, having examined your issue, I suggest that you please
uninstall and reinstall NIS to resolve this issue. Please follow the steps
provided below to uninstall and reinstall NIS:

To uninstall Norton Internet Security 2005 AntiSpyware Edition (NIS) from
Add/Remove Programs in the Control Panel, I suggest that you refer the
following document for more information:

After uninstalling Norton Internet Security using add/remove programs, I
suggest that use SymNRT removal tool to clear any remnants of Symantec
files which may have been leftover on your system. For more information on
