The error message seems pretty informative. Have you checked the IIS
settings for the virtual directory where your applicaiton is running from?
Make sure that it is set to run as an application. Does your application
run fine when you do not debug?

allowDefinition='MachineToApplication' beyond application level. This error
can be caused by a virtual directory not being configured as an application
in IIS.
