No , it means Microsoft/Vista needs to create compatable software. I don't like the attitude of Microsoft or your responses to this poster.

Well, I can't set up a fax account, that's the problem. In WFS, under
tools, I go to fax settings. There the modem is recognized and I can
configue it however which way I like. That's not the problem. The
problem is that when I go to WFS Tools, fax accounts I can go through
the process but the modem I have previously configured doesn't seem to
be recognized at all. Any attempt to set up a fax account fails with a
message to the effect that the modem needs to be set up first, which has
been done in the previous step.

As to the VHCL, neither the D-Link nor the Conexant modem are listed at
all. The appropriate driver for the hardware has been installed by
Vista and I can use other fax programmes (eg Snappy Fax) without
compatability issues.
