I'm having exactly the same issue, but then on the 32-bits version of Windows
Vista Home Premium and it's driving me insane...
I recently had to reinstall my PC and since then i've got 3 very irritating
problems. The first one is where it takes up to 1 minute (!) before the
application starts (it could be anything from the Windows Explorer, to the
Internet Explorer, to an empty Notepad or a game).
Prior to the reinstall i didn't have this problem and with that particular
installation i had SP1 installed as well.
The second problem i have is that my entire system slows down for a few
seconds at intervals of 1 minute. It doesn't matter what i do, if i'm writing
a document, listening to music, watching a movie, playing a game, anything.
Imagine that you listen to a song while reading a news article and every
minute, the music slows down and the internet article you read doesnt respond
well to scrolling via the mouse wheel. (>_< )
What strikes me as odd is that every time my system slows down, my WUSB300N
Wireless Linksys adapter indicates that there is some kind of network
activity.
Before i reinstalled my PC i had the same problem before, although the
length of the decrease in performance was longer then after the
reinstallation. When i was using PerfMon i found 2 processes connected to my
Panda Antivirus 2008 software that created a peak at exactly those intervals.
I contacted Panda Security and they supplied me with a patch for my virus
scanner. The problem appeared to have been solved at that time. However, here
comes the catch... When i reinstalled my PC and installed all the drivers,
Windows Updates and the Panda Antivirus 2008 software, this particular
problem reappeared. So, i installed the patch Panda Security gave me. To my
suprise, the problem wasn't solved. When i looked at the PerfMon, the 2
processes that appeared to have caused the decrease in performance didn't
seem to cause the problem this time. After walking through the active
processor, i couldn't pinpoint which one is causing the problem this time...

So, just to be sure, i removed my Panda Antivirus 2008 to install a newer
version of the same software. But alas, to no avail...
Mind that this problem occured on a clean installation of Windows Vista Home
Premium 32-bits. At that time i had only installed the basic drivers (for
instance for my ATI Radeon 8800 and my WUSB300N Wireless Adapter), the
currently available Windows updates and the Panda Antivirus 2008 software.
The third problem (which started about 1 1/2 week ago) is that Windows
freezes at random times. Normally my doesn't freeze up, but like last sunday,
it froze up 3 times in a period of 30 minutes... Even when you are just
reading an article on the internet with nothing else active. Not even a media
player.
These 3 problems drive me insane... Especially since i can't find the cause
of the problem.
But since this thread mentioned that applications only seemed to have
problems when connected to the internet, i was thinking that all 3 of the
problems i'm experiencing are related to each other. But i can't put my
finger on it...
I was wondering if there was a tool, next to PerfMon that i could use to
keep track of the Wireless network activity, CPU usage, and processes. I've
tried NetLimiter, but it didn't register anything when the system slows
down...

You might try uninstalling the network adapter driver in device manager
and let windows reinstall it upon reboot, but I'm only guessing. Someone
else may be of more help here?
