Might be some antimalware or other process that slows down Windows Explorer.
Try killing non-essential processes in Task Manager - one at a time and test Win Exp - to find the culprit.

I also had a problem copying files, specifically across the network.

copy times were rediculously slow.
I dont know if this is a fix or not, but it did in fact fix my problem.
I
uninstalled the network card and reinstalled it.
From that point forward, all of my delays disappeared.
Post if you try this and have success. I am curious if this was just a
fluke fix or not.
