I am assuming by Complete PC Backup, you mean you are checking the little
box to prevent an incremental backup. If not, you are performing an
incremental backup and there may be files missing (corrupt structure)
preventing success.

Thank you for the suggestion; I had found this arcticle; however it
applies only to restoring a backup and not creating one.
I have searched for similar files to be missing that could prevent a
backup being made, but have had no joy.
