I.e. Your computer's Network card might be the problem, or it is Ok but it does not get a valid IP from the Router.
First check the setting of the Network on the computer, look at the Device Manger and make sure that you have valid installation of the Network card.

In addition, your Router is rather old and it's DHCP might not be fully compatible with Vista.

Yeah the modem causing this is highly unlikely, I just mentioned the entire
process. I did a ipconfig with only the wireless connection enable. Here are
