Tools menu>options>general tab>change it there. (Left Alt, T, O)

Be warned that if you set it so low as 30 sec, you will have problems with your mail server.

Set it to 5 minutes minimum.

You are in the wrong newsgroup for WLM, this one is for WM in Vista.

Please use:
microsoft.public.windows.live.mail.desktop

for WLM questions.
