This is true that dailup is slow, but I can go online and send from my
providers site.There is no long period of inactivity and no apparent
network problem,
this just started when provider which to Yahoo mail, till then I could
send anything.

signal degradation, because of this when you connect to something you
peak at your maximum speed normally, and then the line degrades from
there, with dialup this is especially more so. because your dialup is
probably 64kbps download, it is 8kbps upload, meaning that your
theoretical maximum is 2KB upload. because of this you are uploading at
probably about 1/4 of this speed, 0.5KB and thus it should take about
900 seconds or 15 minutes to complete. servers often have a timeout
function meaning if it takes longer than "x" amount of time, it will
cancel the connection. this mainly due to the standard that everyone is
on the minimum speed of ADSL and that the longer that something is
sending something to the server, the more time someone else has to hack
the computer, by limiting this time, servers cannot get hacked as
easily.
Maybe time to upgrade, or to change to a different server that will
definitely support your upload bandwidth
