This is true that dailup is slow, but I can go online and send from my
providers site.There is no long period of inactivity and no apparent
network problem,
this just started when provider which to Yahoo mail, till then I could
send anything.

cancel the connection. this mainly due to the standard that everyone is
on the minimum speed of ADSL and that the longer that something is
sending something to the server, the more time someone else has to hack
the computer, by limiting this time, servers cannot get hacked as
easily.
Maybe time to upgrade, or to change to a different server that will
definitely support your upload bandwidth
