The most likely cause of that is because the SMTP server used for home will not accept your connection from work. Because your work does not use Tiscali you are not connected to the Tiscali server's "Own" network and it cannot identify you.
If work does use Tiscali then it could well be a Norton issue. If you can talk to your work IT guy he / she may have an easy workaround already.
