Do you get an error message when you try to open the attachment?
If yes, what is the exact wording?
Can you save the attachment and open it outside of Windows Mail?
Which version of Norton Antivirus do you have? If older than the 2009
version, it's not very compatible with Windows Mail. Symantec will give
you a free upgrade to Norton Antivirus 2009, which may cure the problem.
If interested, contact Symantec via online chat.
Be sure to disable your antivirus email scanning, for the reasons
explained here:

If you are unwilling to uninstall your antivirus, even for a brief test, another
option is to upgrade to Windows Live Mail, which is more resistant to the
adverse effects of overly intrusive antivirus products:

I am having the same problem. Today Norton stepped me through with online.
support and it was OK for a while but now it will not allow me to open
attachments from emails. I am trying to open .xls and .pdf attachments and it
is important that I be able to do this!!!! I do not have the box ticked in
security under tool options that stops you from opening attachments. It was
working fine until I got updates from Windows... how can I get around this
please? I do not want to get rid of Norton because I like their support and
their program. Used to run fine with OE.

I recently received the "command failed to execute" message when I tried to
open an attachment on an e-mail that I had previously opened w/o problems.
Why is this? And what do I do to be able to open the attmnt once again?
