Yes, ports 587 and 465 usually require authentication, but so do
some port 25 servers. So, saying "authenticated server" doesn't
limit it to non-25 ports.

If the servers use port 587 or 465, etc., don't they have to authenticate
the user?

Sorry, that won't help one bit if the OP's home ISP is blocking port 25.
Not even the authentication will be allowed to go through.

So you should be able to send using your Bellsouth/ATT accounts from
anywhere...
Apparently, the network at the hotel wasn't blocking access to any email
server.
Your home network appears to block your access to the work account SMTP
server.
So you need to find out if the work account has an authenticated SMTP
server,
or, as Gary suggested, you can setup a hybrid account (receiving from
your
work POP server and sending via your Bellsouth server).

Unfortunately (or, fortunately, I guess), I'm already using
authenticated
SMTP for both accounts. In fact, authenticated is required for both.
Hotel
used a another ISP. I don't remember the provider at the Marriott
Courtyard
name but I think it started with "N...". Either way, that wouldn't
explain
the business e-mail which was accessible (for sending) at the hotel but
not
at home.

Further clarification: I just realized only the incoming is POP3.
The
outgoing is still SMTP. Both work and home are POP3 accounts
(apparently
only for incoming). Since both are POP3, they should have the same
access
regardless of where I am, right? However, I can't send from the home
address
at work and I can't send from the work address at home. I can,
however,
apparently send from both in a hotel room in another state.

I have the same problems my work and home accounts. Both are POP3
accounts.
Work is very loosely organized so there's no network firewall or
server that could be causing the problem. Basically, I can't send
e-mails
from the work account while I'm at home AND I can't send e-mails
