Font, etc Changes During Mail Creation

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

Can anyone be good enough to tell me how I can put a new toolbar up so I can selectively make changes to fonts I'm about to write when I'm creating a new e-mail. The normal choices of font style, size, color, underlining, etc. (that are available during replies or forwarding) don't appear to be available anywhere.
