When you purchased that computer, didn't it have a trial version
of Norton or McAfee antivirus? Those two will often leave
troublesome digital debris behind.
Settings pertaining to newsgroups have no effect on the ability
to receive email messages.
One solution would be to upgrade to Windows Live Mail:

No anti Virus. Norton was supposed to be, but I haven't loaded it. I
wanted to resolve this before adding another issue to the mix.
The biggest issue is that messages don't come in. Is it possible
something in the "newsgroups" settings are preventing the e-mail from
receiving? And I don't understand why they would send and receive when
I startup Mail, or use the dropdown to send that specific account, but
not off the "button" on the screen.
