However it wasn't anything to do with Windows Mail or any settings or comcast (wasn't a solution because I'm not using comcast for email). What it was is a full inbox for the account in question. The odd thing is that OL2003 actually did receive receive an email from the "System Administrator" but it was sent to the intended recipient, not the originator of the email. That error was reported as -

"503 Valid RCPT command must precede DATA".

Then what made even more difficult to find the problem was that cpanel didn't report any usage for the account with the full inbox. In fact it was reporting that no space was used at all. So I suspect that something odd happened when I moved from one hosting service to another. Then the following error message was seen when I had logged into cpanel and attempted to use horde to send an email from the problem account -

"There was an error sending your message: Failed to add recipient: name@xxxxxxxxxxxxxxxxxxx [SMTP: Invalid response code received from server (code: 550, response: Verification failed for <name@xxxxxxxxxxxxxxxxx> Mailbox quota exceeded Sender verify failed)]"

The part about the quota was the final clue that indicated the true nature of the problem. And on top of that the email account with the problem is also the one I use for recieving "inbox full" messages from my domains and their email accounts. Oops!

Thanks again for your time and help. I hope that this information will be useful for anyone else that might be having a similar issue. Any additional insight into the reasons for the differing error reports would he greatly apprecaited.

Where "******" would be my domain..... not shown for obvious reasons.

I know that the problem is *not* -

1) on my server
2) in Windows Mail settings, all settings are correct
3) other PCs on my network send without any problems.
4) the settings in Wndows Mail matches the PCs that are running outlook 2003.

Any help is greatly appreciated.....
