Re: can't send or receive email and I am using vista

I found a lot of information about Penn State's email system here:
http://css.its.psu.edu/internet/email.html
Read the paragraph about "Authenticated SMTP" if you would rather not
bother with having to check mail before you can send.

There is no need to mess with your connection settings if your Internet
Explorer is working correctly. By default Windows Mail will use the same
connection that IE uses.

Unexplained connection failure in Windows Mail is usually caused by
interference from an antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus must be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

Ok Gary I did what you said and now I can send well at least now they are in
my send box but still can't receive.
I switched from Verizon DSL to Comcast cable. In thecontrol panel box I
looked in the Network Connection. Broadband Connection is checked but says
disconnected WAN Miniport(PPPOE) and then Local Area Connectionis Network 4
NVIDIA nForce Networking is not checked. Should I only have one in the box??
And also when I open up my tools,Internet Accounts I have 3 items in that
box. One is my email andthe others are Directory Service.
When I go into Connection It says Local Area Network.
This is the new error

Did you do what the error message suggests, check your mail first
before sending?
If no improvement, replace smtp.psu.edu with the name of your ISP's
SMTP server. If you need help with that, who is your ISP?

I did try what you said and this is the new error. I am begining to think it
might be my computer. I have called psu so many time they know my user id and
my voice and they still can't tell me why this is happening.
thank you so much for the help you did try for me. I will keep trying.

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was 'rge2@xxxxxxx'. Subject 'test 55', Account:
